Describe your issue:

Latest config for this printer has the wrong fan pins, the heat break and part cooling pins need to be flipped so this is what they SHOULD be set too

Part cooling fan

[fan]
pin: PC0

Hotend fan

set fan runnig when extruder temperature is over 60

[heater_fan heatbreak_fan]
pin: PA0
heater:extruder

Here is what the Sonic Pad has for the Ender 5 S1.

The way your pins are set were also the stock config that I had from updating klipper during my initial installation. During use I found that due to your config, if you go into the main panel home page where you can adjust fans, you should have one that reads “heatbreak fan” or one that reads something like “partcooling fan” manually set the fan speed and see if the correct fan start spinning, if not then set the pins to how I changed the config, restart, and try the same test again.

I do not know if I just had a bad printer or if the cofig had them flipped around.

Creality seems to use pin control for fans, similar on the K1 series
