Error: Heater extruder not heating at expected rate (Extruder not heating up at all)

Describe your issue:

When trying to print, I get the Error: Heater extruder not heating at expected rate. This happened all of a sudden when trying to start a new print. The print that just finished before had no issues.Checking the log shows that my hotted isn’t heating up at all and I’m not sure why. I have already replaced the entire hot end, which didn’t fix the issue. I measured the output pins of the heater cartridge and the current is about 12.6V (The hot end fan is spinning as well). This error still accrues even when the printer is stationary and I only try to heat up the hot end.
