I agree with @Sineos This happened to me before where the extruder would pause between moves, causing mini blobs to be deposited on the print.
If your extruder isn’t turning mid print, that points to a deeper hardware issue. Check for hotend jams, friction in the filament path, a tangled spool, etc.
